Spring Garden Road Streetscape Project
Spring Garden Road is undergoing a positive and exciting transformation. Imagine Spring Garden Road will enhance the street, and improve the experience for residents and visitors to stroll, shop, and enjoy this popular destination. During the construction phase, the street will be closed to vehicles, but very much open for business to pedestrians with parking nearby.

The MILLS RESIDENCES
Located at one of Halifax’s busiest intersections, the iconic Mills Brothers store has been demolished and the site is being prepared for a new mixed-use building currently named The Mills - in tribute to its former site owner.
The new Mills development will include a 7,900 sq. m (85,000 sq. ft) parkade (two levels underground, eight levels above ground), 2,970 sq. m (32,000 sq. ft) of commercial space, and 18,860 sq. m (203,000 sq. ft) of residential building area (containing approximately 190 rental apartment units).

The Margaretta
Located just off Spring Garden Road and across from the library, the Margaretta will be a high end nine-storey building with one level of retail, and 147 spacious residential units. Additionally, there are 3 levels of underground parking with additional tenant storage.

Spring Garden West
Spring Garden West is located on the south side of the western end of Spring Garden Road. It will be a mixed use residential development that desires to be an important contribution to the city’s urban fabric and a driving force for the rejuvenation of the Spring Garden district. The application has been submitted to the city.
250 rental apartments (1-3 bedroom), 100,000 square feet of commercial and office space, 350 parking space plus indoor bike parking.

COGSWELL INTERCHANGE
On February 26, 2019 Regional Council approved the 90% construction design plan and gave direction to proceed with tendering construction services for the project.

Council also directed staff to continue with public engagement, utilizing the Public Art policy as appropriate, to finalize placemaking and commemoration aspects of the Cogswell District. In particular, focus will be placed on completing ongoing engagement with the Mi'kmaw and African Nova Scotian communities. Staff will return to Council with a report regarding timeline, phasing construction to align with other street recapitalization projects, and options to fund the Cogswell Greenway including potential use of development charges on adjacent development sites.
